Hi to all!

I want to know if there is a software in which I can implement the errors dues to known sources and simulate a SBL (Short Baseline) localization system with 4 beacon and 1 underwater vehicle.

Is Gazebo ok for this purpose? Or Unity?

Unity just lets you render things in 3D; you have to implement all of the errors and localizations yourself.
Gazebo would probably have slightly more support for what you want to do, but you'd still have to build a reasonable amount of code to do it.
So the answer is: "yes, either can work, and both require you to do signifiant work yourself."
