Harbor Freight - $5.99 regularly, frequently on sale for $3.49, sometimes $2.99. I throw 'em out when the battery dies, not worth replacing. ;) Seriously. Backlight, 2Mohm/750v AC/1000vDC/DCA to 10A, transitor checker, diode checker, battery tester, and a backlight (which burns through that 9v battery too fast for me). Hard to beat. I have at least five of 'em on-hand at any given time...

They work great if you don't need better than +/- 0.2v, if I need better than that, it's time for the calibrated 6.5 digit Fluke...

I also purchased the Harbor Freight meter and I can say it does work but you will probably spend more time fiddling with the leads trying to get a connection than you will actually using the meter. But it was $3.......

I also have a stack of the Harbor Freight meters. They are great for the price and very hackable. I am lucky though in that I am a member of a robotics meetup and we meet once a month about 1/2 a mile from thelocal Harbor Freight. I always go in there and grab something from the monthly sale. Last month I bought a pretty good pair of automatic wire strippers for $1.

Hak - you probably got a bum one. At the harbor freight(s) here, I'd just slap it on the counter nod at the guy, and go pick up another... They're pretty good [here] about returns. Awesome even.
