First, please don't cross-post. You already posted this drawing in another thread.
Second, "can" "one" build something? Yes, if "one" has sufficient resources at "ones" disposal.
Those resources include learning, time, money, and persistence. For the kind of android you're sketching out, you'd need, subjectively speaking, a lot of each.

I know I kind of cross posted this.. sorry about that I was very tired when I posted this . I actually have 2 different pdf file one a joke book with bland humor and I accidentally did not post it in the funny one, but posted it here and there . sorry .
So I am trying to build / design a robot / android to beat out china's Actroid DER 4 , but with cheap home made building material's.
So far I have found a way to embed electrode/sensors int thin layer of latex paint via placing them into thin klayer and paint over top of them numerous time:( This is very time consuming....... But What I truly need is a ton of expertise in design and building this thing :)

Yes, it's very hard work to build things that last!
A few more suggestions:
Actroid is from Japan, not China.
Actroid was made by an entire group of engineers and designers who have spent many years learning how to build various goods (including animated toys) before.
You may be trying to boil an ocean here if you're going at it alone without funding, training, or experience. But I'm sure you'll have fun trying!
