A good site for those questions is www.gamedev.net (http://www.gamedev.net/index).

A quick answer: I have not worked on this game, and do not personally know the developers, but I do work in the game industry, go to conferences, and understand the technology in general. From what I know, the engine that lies behind Black Ops is written in C++ (it was initially written in C in the long-long-ago, as it can trace its heritage to the original Quake technology from 20 years ago.) Parts of it have been developed over 10 or more years, with anything from 10 to 50 programmers working on it at any one time. Additionally, an engine does not make a game -- it's the content that matters! To produce a game like Black Ops, you need something like a team of 50-200 computer artists working for several years. (modeling, texturing, animation, sound, lighting, effects, scripting, music, level design, balancing, ...)
