All depends on how capable you want your rover bot to be. The raspberry pi would work great for the rover with ros on it if you were only wanting to do dead reckoning and teleoperation. The raspberry pi would begin to struggle when you get into more complex navigation and localization methods that required large amounts of processing power for sensor data.

Look @ single board computers. Also you can get android controlled boards. Worth look @. I am considering an android board.

You have to compile it yourself.
