You can't. Cheap 125kHz RFID systems do not allow writing to tags as every tag is preprogrammed with a unique, unchangeable serial number during manufacture.

Some of the more expensive systems operating at higher frequencies do permit write operations with special tags (clearly identified as writable) and read/write modules (clearly identified as having write functionality).

Thanks for you quick replay
So, do you know any product can do that?

The MiFare tags and shields from adafruit can store 1 kB of data in EEPROM, but cannot change the four byte ID number. A large part of their original purpose was for product tracking, and that is impossible to do accurately/securely if the ID number of the tag can be changed on the fly. There are likely multiple cryptography papers about spoofing RFID tags (definitely several about breaking the encryption and stealing data), but doubt there are any legal commercial products for cloning IDs.
