Help with the 0/16/16

I'm confused a bit with the 0/16/16. Do the digital outputs work the same way as the 0/0/4 but with a lower max voltage or do the outputs on the 0/16/16 just work like common and normaly open ports for ground wires

The 0/16/16 outputs are like common and normaly open ports for ground wires. All ground terminals are tied to the board's ground plane.
